Why isn't there any information on solar panels? Do it yourself information on installing them to reduce energy costs?

MY HUSBAND WANTS TO RE USE OUR WATER. BUT WE NEED TO KNOW HOW TO DO IT. IS THERE SOMEONE OUT THERE WHO CAN TELL US HOW TO DO IT SAFELY A ND CHEAPLY.
