Police find one dog dead on a brush pile partially burned and twelve others without food or water.
Police arrested Ricky Salyers of Sitka for animal cruelty.
The animals were taken to the Greenup County Animal Shelter.
Seven of the dogs died on the way to the shelter.
The cause of the deaths are unknown.
Salyers is scheduled to appear in court on September 27th.
