Governor Will Have Scarce Finances For New Programs

FRANKFORT, Ky. (AP) - Official projections paint a bleak picture
of Kentucky government revenue for the next fiscal year.

The forecast is for little if any new money for government
programs.

Yet the race for governor features candidates who are talking
about improved education and health care -- and no additional
taxes.

Governor Ernie Fletcher is seeking re-election on the Republican
ticket and former Lieutenant Governor Steve Beshear is the
Democratic challenger.

House Budget Committee chairman Harry Moberly says the next
governor is going to be challenged.

Both candidates say their economic development plans will
stimulate the economy and tax revenue to grow faster than expected.
