A bill that would increase the penalty for torturing dogs and cats is moving through the General Assembly.
A senate version of what is more commonly known as Romeo's Law passed a senate committee. The bill would make it a felony offense to torture dogs or cats. The current offense is a misdemeanor.
"By the time you catch these individuals doing this, they've probably done it many numerous times," said Sen. Tom Buford.
Supporters think either the House or Senate version of the bill has a good chance of passage.
