People who live downstream from Wolf Creek Dam are getting test calls from reverse 911.
People receiving the test calls will hear a recorded message telling them that they will get a similar call if Wolf Creek Dam fails and the Cumberland River is flooded.
Some people worry they will only have a few minutes to escape rising waters. Others say the real concern is the fact they can't buy flood insurance.
"They claim we're in a flood plain. They won't sell us that insurance. I guess it's because we're so close to the river," said Gordan Miller.
Emergency management officials say they're working to include Russell County in the national flood program.
