Health officials say most people riding in cars with young children don't have them strapped in the right way. That's why the Bell County Health Department was handing out new car seats to dozens of families Thursday. They replaced any seats they deemed unsafe with new ones and instructed parents on how to use them.
"There's a 99.9 percent misusage rate. Parents don't read the owner's manuals to their cars. Parents don't read the owner's manuals to their car seats," said Leigh Ann Saylor with the Bell County Health Department.
