Man killed in collision with garbage truck

An accident in Clay County shuts down the Hal Rogers Parkway for hours.

A head-on collision involving a garbage truck and a pick-up sent two cars off the road and into an embankment.

The road was closed for several hours while crews moved the garbage truck out of the creek.

The truck driver was taken to the hospital Monday morning with non-life threatening injuries. However, the driver of the pick-up died before emergency responders could help.

Police say around 7:00 Monday morning, three vehicles, including Johnny Strong's garbage truck, were heading west on the Hal Rogers Parkway.

They pulled off to the side of the road to let an emergency vehicle go by.

"The rear vehicle of the two in front of him came out onto the roadway and stopped. The tractor-trailer then veered to the left to avoid collision with that vehicle," Trooper Don Trosper, with KSP London, said.

Strong, who works for the City of Hazard, avoided that collision, but could not avoid a second one.

He crossed the median into the eastbound lane, right into William Martin Simons' pick-up.

"The two collided off the roadway and then went over the embankment," Trosper said.

It was a steep drop for both cars. Strong survived, but Simons was dead before emergency responders arrived.

Trosper says this was an unusual accident, and adds that drivers need to be careful when moving for emergency vehicles.

"Watch both directions before pulling back on the roadway and use caution anytime driving a road vehicle," Trosper said.

Police are still investigating, but do not expect to file any charges in the accident.

Simons was a switch technician for Appalachian Wireless. He was on his way to work from his home in Knoxville when the accident occurred. He was 53 years old.
