Bell Co. Constable charged with felony resigns

BELL COUNTY, Ky. (WYMT) - A Bell County Constable, who admitted to breaking the law, no longer has arrest powers.
Thursday, a new constable was appointed to replace Jesse Hall.

In August, Bell County Constable Jesse Hall and his wife admitted in court they stole thousands of dollars intended for charity.

The Halls pleaded guilty to 23 charges connected to the Bell County Bingo Parlor they operated. Police say the funds intended for charity were going to their pocketbook for personal use.

Although he pleaded guilty to a felony, Hall remained a constable with arrest powers.

"One can plead guilty to a felony charge and still have arrest powers. A constable has a considerable amount of power under the state constitution," said Bell County Judge-Executive Albey Brock.

Some Bell County officials say they were concerned Hall had arrest powers while he admitted to breaking the law and is out of jail waiting for sentencing.

Wednesday, Hall resigned as constable.

"We accepted his resignation and replaced his appointment because there is so much authority associated with the Constable's office," said Brock.

The Judge-Executive immediately appointed Richard Dunn to be Constable in District 5.

"I want the people to know they can call me on the phone and I'll do the best job I can do and fulfill what they want done," said Dunn.

Dunn will serve the rest of Hall's term.

Jesse Hall and his wife Juanita Hall are scheduled to be sentenced on February 15th. It has been re-scheduled several times due to Hall's health.
Their plea deal called for 90 days in jail and probation, and the Halls must pay more than $77,000 in restitution.
