Board concludes Adkins did nothing wrong

FRANKFORT, Ky. (AP) - The State Personnel Board has concluded that House Floor Leader Rocky Adkins did nothing improper in writing a letter recommending a prison worker for a job promotion.

The worker, Charles Pennington of Sandy Hook, will lose the promotion because the board found that the Department of Corrections didn't follow appropriate policies in appointing him to the position of operations manager at the Little Sandy Correction Complex.

The Personnel Board ordered Friday that the job be reposted. Pennington can reapply, as can others, including Hershel Adkins, who filed a complaint with the Personnel Board alleging the hiring process was flawed.

Hershel Adkins charged in his complaint that Rocky Adkins, no relation, had unduly influenced the selection process by writing a letter of recommendation for Pennington.
