A Bell County Constable and his wife went before a judge Tuesday afternoon for a preliminary hearing.
Jesse James Hall and his wife Juanita Hall ran a bingo parlor in Middlesboro.
Police say the funds raised were not going to charities, but for the couple's personal use.
The case was waived to a grand jury.
