Fiscal court receives money from FEMA

More than three million dollars from FEMA is coming to Pike County to move people out of the flood plain.

The county received the check Monday morning to relocate some of the 2009 flood victims.

The county will use the money to buyout property owners in the Zebulon and Winns Branch areas and move them to higher ground.

This is a voluntary program, but one officials say could prevent future severe flood damage.

Some areas along Zebulon Highway, Winns Branch, and Angela Street still have damage from the 2009 Mother's Day weekend flood.

Monday morning, Kentucky Emergency Management presented Pike County with nearly three and a half million dollars from a FEMA Hazard Mitigation grant. It will be used to get rid of the homes and move the families to new homes.

“We'll be able to locate these people out of the flood plain. Some of these people, bless their hearts, they've been in four or five floods over the years,” Pike County Judge Executive Wayne T. Rutherford said.

“Mitigation or ways to see that something that doesn't happen again,” Nancy Price said.

The money will be used to buyout around 25 pieces of property. The owners will get the value the property was worth the day before the 2009 flood.

Officials plan to start the property assessments this week.

“What an opportunity this is. People don't like to leave their homes, but people can't stand it anymore. This is God sent,” Rutherford said.

Once all of the families are moved to higher ground and the homes destroyed, the grant says the flood-prone area must remain a green space.

This buyout program is voluntary.

Anyone in the Zebulon area with questions on the buyout program can contact the judge-executive's office.

Another point to pass along, officials say they are working to get more mitigation grants for other areas of Pike County damaged in the 2010 flood.
