Voters have decided restaurants will be allowed to sell alcohol in Harlan.
In just a few months, Harlan will be considered a moist city.
Within the last few years the tourism industry has grown in Harlan County.
Now leaders hope it will boom.
"We were pleased... we hope it will level the playing field for outdoor tourism. Most of the places are wet and we weren't," said Ken Crider.
Folks also hope going moist will help the future economy.
While billboards are still up encouraging folks to vote no, those with the Harlan County Christian Alliance say they are proud of their push to influence voters.
Leaders spent the last several weeks holding rallies and going door to door to try to make sure Harlan stays dry.
Pastors say they are disappointed with the results but they do not regret their efforts.
"Anytime you make a decision to stand for what you feel is right...it's not a waste of time. That's the good thing about living in America. You have a right to standup up and say we disagree," said Bo Lee.
City officials say they are in the process of working with the Kentucky League of Cities to write an ordinance that reflect the petition.
