FRANKFORT, Ky. (AP) - The House Committee on Elections, Constitutional Amendments and Intergovernmental Affairs has passed legislation that would let Kentuckians decide whether to amend the state Constitution to restore some felons' voting rights.
The perennial bill by Democratic Rep. Jesse Crenshaw of Lexington cleared the panel on a 6-1 vote on Tuesday.
Under the proposal, most felons would be eligible to vote after they have served their sentences or completed probation or parole. It would not apply to those convicted of treason, intentional killing or child sex crimes.
If the longshot measure were to get through the Kentucky Legislature, the proposal would then be placed on the ballot for voters to ratify or reject.
