Judge: Kentucky ethics commission wrongly punished PVAs in nepotism cases

FRANKFORT, Ky. (WYMT/Lexington Herald Leader) - A Franklin County judge has ruled the State Executive Branch Ethics Commission improperly punished several property valuation administrators who were accused of nepotism.

The Lexington Herald Leader reports Judge Phillip Shepherd reversed decisions by the commission against three PVA'S, two of them from the mountains.

Shepherd said the commissions actions against Harlan County PVA Felicia Wooten, Leslie County PVA James Wooton and Oldham County PVA Ron Winters were arbitrary and outside the scope of its authority.

A spokesperson for the ethics commission says they will likely appeal the decision.
