He is now being charged with murder, after those charges were changed at his arraignment.
Police say Anderson caused the accident that eventually killed 48-year-old Gwendolyn Whitaker.
"Jonathon was attempting to pass the other vehicle and was in the passing lane and Ms. Whitaker was attempting to make a left turn and Jonathon was not able to slow or stop his vehicle in time," said Trooper Tony Watts.
Gwendolyn and Mitchum Whitaker were driving separately, Mitchum was in front getting ready to turn onto Stone Avenue off of highway 15.
That was when Anderson collided with the back Gwendolyn's car, pushing her into her husband.
"Ms. Whitaker had to be extricated from the vehicle and she was air lifted to Holston Valley Medical Center for her injuries," said Watts.
Mitchum was treated at a local hospital and released.
Anderson was arrested at the scene and taken to the Letcher County Jail where he is still being held.
The accident is still under investigation by Kentucky State Police.
