The flood waters are beginning to slowly recede across most of Eastern Kentucky and the snow showers are coming to an end. Roads will remain slick tonight as temperatures drop below zero. A Pulaski County man faces felony charges for allegedly stealing copper.
Police say 19 year old Patrick McIntosh of Somerset was arrested by Hazard Police after officers were called to Messer Branch Road.
The police citation says McIntosh was in the passenger seat of a truck and multiple strands of copper wire were near it.
The driver of the truck left the scene and has not been found.
