One arrested after an early morning standoff with police

It seemed nothing more than a routine morning for the Clay County Sheriff's Department as they arrived to the residence of thirty seven year old Lloyd Lipps.

"The deputies arrived at the Lipps residence on north highway sixty six to execute an arrest warrant on flagrant non support which is basically child support." says Clay County Sheriff, Kevin Johnson.

He says the situation quickly became tense when officers attempted to enter the home.

"After they arrived at the scene Mr. Lipps actually took his wife and his step child into the back bedroom where he was threatening violence towards them." says Johnson.

According to the sheriff's department, that is when the standoff began as Lipps threatened to harm himself and his family.

The standoff lasted nearly an hour before Chief Deputy Bryan Jackson finally talked Lipps into opening the door.

"He began to open the door little by little until we were able to get full view of his hands to be sure he didn't have a weapon on him." says Jackson.

Jackson says once they could see Lipps they tried to taze him but that was unsuccessful.

"We ultimately were able to physically restrain him after the unsuccessful tazer attempt." adds Jackson.

Lipps was then taken into custody where he is now being held in the Clay County Detention Center. In additions to the original charges on the warrant, police say Lipps faces two charges of kidnapping and two counts of unlawful imprisonment.
