Rounds of heavy rain will begin to move into the area later tonight, leading to the increased potential for flooding. A Flood Watch is in effect for the entire area from now through Thursday and a Winter Storm Warning goes into effect tomorrow. As we head into Wednesday, temperatures will drop and transition our rain to sleet and eventually to snow. Most of the area could see several inches of snow and sleet before it's all said and done. Police in Cumberland make an arrest in a railroad property theft.
The Harlan Daily Enterprise reports officers arrested 31 year old Christopher Huff last week.
Huff is accused of stealing 31 comp bars from CSX railroad tracks in the area, valuing more than 77-hundred dollars.
Police say Huff managed to sell nearly two thousand dollars of the metal before he was caught.
He is being held in the Harlan County detention center.
