Somerset man is back in jail facing the same charges

PULASKI Co., Ky. (WYMT) - Pulaski County Detective Bobby Jones said 55-year-old Michael Ray Dungan could be a possible repeat offender.

Dungan was convicted of rape 20 years ago.

Tuesday evening, detectives arrested Dungan.

Officers said he is in jail accused of the same crime with the same victim.

Detective Jones said suspicious allegations from friends led police to the accused rapist.

One witness said they caught Dungan coming out of his bedroom and adjusting his pants.

Jones said this witness saw the victim in the room.

The sheriff's office does not give the names of sex crime victims, but said the woman is in a wheelchair.

"We know this has happened on numerous occasions," said Jones. "We don't know how many times, even the victim is not sure how many times."

Jones said there is no excuse for this to happen to the same woman years later.

"Someone has to be there for this person," Jones said. "We need someone to make sure that this doesn't happen again."

Jones said he is still uncovering new information every day.
