Two people allegedly attacked by man with a hammer

SOMERSET, Ky. (WYMT) - A woman called police Monday night when her 13-year-old neighbor came over. He was literally crying for help.

Caller: “My neighbor’s down here. He said that….his stepdad just hit his mom. She’s outside. She’s bleeding,” the caller is heard saying in the 911 recording obtained by WKYT.

Police say that Herbert “Herbie” Dugger attacked his girlfriend with the hammer, and the boy was hurt when he tried to protect his mother.

“Hurry, please, hurry,” the boy is heard saying and crying in the background of the 911 call.
Dispatcher: “Does she need an ambulance?”
Caller: "...Probably so. She’s out there holding her head. She’s got a big towel around her head and stuff,” the caller tells the Pulaski County dispatcher.

Police say Dugger ran away before they could get there. He spent several days on the run, allegedly telling others he wanted to hurt the woman and her son.

“He made comments to a third party they (woman and boy) were in danger…and also he wouldn’t be taken alone when contacted by police,” said Lt. Shannon Smith with Somerset Police.

Herbert Dugger has a long and storied criminal past, including a manslaughter conviction in 1995 when he was only 17.

According to Pulaski County court records, Dugger was charged with shooting a 36 year old man inside his mother’s house. He was sentenced to 10 years but paroled in 2002.

“Certainly the violence in his criminal background and the threats caused a lot of concern. We spent a lot of time trying to find him,” said Lt. Smith.

It was part luck, part observant 3rd shift officer who found Dugger near the Southern Belle Dairy on Bourne Ave. Wednesday morning. Police say he jumped out of a car and was later found hiding under a tractor trailer…with meth.

“We were prepared for dealing with an armed and dangerous person,” said Lt. Smith.

Police say Dugger did resist some but he was finally arrested and put in jail.
