A slow moving cold front will bring rain back to the mountains Tuesday afternoon and evening. Some storms could contain heavy rain and could lead to new flash flooding. Keep an eye on water levels in flood prone areas and do not cross flooded roadways.
A man who escaped from the Charleston Work Release Center of the West Virginia Division of Corrections was captured Tuesday evening in the East Lynn area of Wayne County.
John Carter, 29, is in the work release program in connection with arson charges involving church fires in Wayne County in 2002.
Carter was arrested along Laurel Creek Road by members of the CUFF Task Force, including Cabell County Sheriff's deputies.
Authorities say Carter failed to report back to the work release center a few days ago after he was on furlough at his father's home.
He will be arraigned in Wayne County Magistrate Court on escape charges.
