West Virginia Delegate arrested on assault and battery charges

A Logan County, West Virginia delegate is facing charges after allegedly pushing a woman.

Court documents show Rupert Phillips was arrested Saturday.

A woman told police he pushed her to the ground after a fight. Phillips has been charged with domestic battery and domestic assault. Both are misdemeanors.

The woman, who had bruises on her face, had to go to the hospital where she received stitches.
