A Harlan County man is in jail after being arrested on several charges.

State police officials say Joe Turner of Loyall was taken into custody on Friday for allegedly issuing carry and concealed deadly weapons permits without conducting the proper training. Police say those that accepted the permits from Turner are also being facing misdemeanor charges for failing to report their training.

thes people that accepted the permits are just as guilty.every body knows they haft to take a class.
