Still no arrests in shooting

One year ago Tuesday, a man was killed at a fireworks stand in Pike County.

Phillip Hickman, 39, was shot next to U.S. 119 in South Williamson.

So far, there are no arrests.

State police and the commonwealth's attorney say this is an open case and they are still investigating.

Phillip Hickman's family says they still do not know what happened that day and hopes someone will come forward with answers.

This is an anniversary the Hickman family never wanted.

“It's been a rough year, it's been really, really rough,” Alice Hickman Elia said.

On June 30th, 2008, police say 39 year old Phillip Hickman was shot and killed next to a truck at a fireworks stand on US-119.

His sisters say one year later they are still in shock.

“It's not a feeling you can explain. I mean, a piece of you is gone and it's not coming back no matter what you do,” Elia said.

She says they still do not know what happened.

“I guess I don't have any closure to it because no one was ever arrested and we can't get any answers,” Elia said.

Last year investigators questioned the alleged gunman witnesses say drove away after the shooting.

The alleged shooter's attorney, Larry Webster, claims the man fired to protect himself.

Pike County Commonwealth's Attorney Rick Bartley says right now the case falls under Kentucky's "Castle Doctrine," a law that says a person has the right to shoot "if someone is trying to forcibly remove them from a car."

Both police and Bartley are still investigating the alleged shooter's story and asking for any eyewitnesses to come forward so they can determine what happened.

The family says they need to know.

“There's just a hole there that won't ever be filled,” Elia said.

They say getting answers could help them recover.

Sure they do. But there is nothing unsolved about this case. They know who did it, they know why he did it (as opposed to why he says he did it), and they are protecting him by hiding behind a flawed law. Why they are, I have no idea. The bottom line is he is getting away with murder in Pike County, and the prosecutor's office is supporting it.

No, Kim murder is not allowed in Pike Count. Look at the court docket. However evidence has to be gathreed and there has to be enough. I'm sure unsolved murders happen in Michigan.
