Workers at the Pikeville Federal Courthouse, who where decontaminated Monday during an Anthrax scare, returned to work Tuesday.
Nine people were released from the hospital with no signs of injury or illness.
FBI officials say tests showed the powder was not anthrax and is not hazardous.
The FBI is still investigating the letter and several others found at federal courthouses and at offices of several of Kentucky's six congressmen.
Officials believe an inmate at the Big Sandy Federal Prison sent them.
