Shots rang out in what neighbors call a normally quiet neighborhood after police say a Perry County man tried to kill a woman.

It happened in Lothair in Perry County.

No one was hurt but now 22 year old Carlos Wayne Herald is charged with attempted murder and kidnapping.

Police say Herald and the woman were in an argument when he got a rifle and shot at her, and then kidnapped her.

When police arrived on scene, officers say he hid in the house before surrendering.

Neighbors say Magnolia Circle is usually quiet, but gunshots rang out Friday morning, next door to Alice Combs.

“I was scared to death! I didn't know what was going on. I just heard a loud noise. It just sounded like something hit the back of my trailer,” Alice Combs said.

Hazard Police say 22 year old Carlos Wayne Herald was arguing with a woman at the home when he got a rifle and fired shots at her outside.

“We've been advised he fired an AK-47 rifle, fired a shot at her in what we think an attempt to take her life,” Officer Joseph Engle said.

The woman was not hit, but investigators say Herald then kidnapped and assaulted her, and then brought her back to the house.

Officers say Herald hid in the home when they arrived.

“They banged and beat and told him to come out,” Combs said.

“We got on the PA system and he finally came out and he surrendered without incident,” Engle said.

Police found two children, a baby and five year old, in the home.

“That's about the first thing they did, they carried those kids out after they finally got in,” Combs said.

Herald faces eight charges including attempted murder, kidnapping, and assault. Police arrested him without any problems.

Neighbors are thankful it ended with no one seriously hurt.

The victim's name is not being released.

Police say the two young children in the home are in social services custody.
