State Auditor Crit Luallen released today the 2006 Fiscal Year audit of Knott County Fiscal Court. The audit details 23 findings and questions expenditures totaling $13,440,532. The audit has been referred to the United States Attorney’s Office for the Eastern District of Kentucky, Federal Bureau of Investigation, Attorney General’s Office, Kentucky State Police, Kentucky Transportation Cabinet, Knott County Attorney, Internal Revenue Service, Kentucky Department of Revenue, Kentucky Retirement System, United States Department of Labor, Kentucky Department of Labor, and Governor’s Office for Local Development. As with the previous two annual audits of Knott County, auditors issued a disclaimed opinion, meaning auditors cannot give assurance on the accuracy of the County’s financial statements. The Auditor’s Office continues to cooperate with the FBI and US Attorney’s Office in their on-going investigation.

“Each year that our office has released an audit of Knott County the situation has only gotten worse. And that’s in spite of a recent change of leadership in the county. It’s simply unacceptable that we have this continuing level of mismanagement and possible corruption. It is my hope that this latest audit and the resulting federal investigation will result in something finally being done about this problem. We need to bring accountability to the operation of Knott County’s finances,” State Auditor Crit Luallen said.

The audit uncovered that Knott County Fiscal Court spent $2.7 million on a Youth Center and over $400,000 on an ATV Center while the properties were still owned by private entities, in violation of Section 171 of the Kentucky Constitution. The deed, transferring ownership of the ATV Center property to the County, did not have the signatures of all the grantor property owners and, therefore, may not have been legitimate.

The Youth Center Project entailed the County giving a private foundation $10.2 million without a formal written agreement between the parties and without the Fiscal Court having ownership of the property. The source of the money given to the Youth Center Foundation was $8.2 million in proceeds from a bond issue, to be paid off over the next 20 years, with an annual payment of over $630,000, from a nonrecurring revenue source. An additional $2 million in coal severance tax funds was also utilized.

Because of allegations that public funds were spent on private roads, auditors reviewed paving invoices subsequent to the fiscal year of the audit. Between September 26, 2006 and January 23, 2007, $780,814 of road expenditures did not contain enough detailed information for auditors to determine the validity of the expenditures. In addition, over $14,000 of county money was used to pave one private road. The audit notes a 583% increase in paving expenditures for the first seven months of fiscal year 2007 over the entire fiscal year 2006. The amount of paving contracts during the same seven-month period is nearly three times more than the previous three fiscal years combined. After the paving contracts were brought to the county’s attention during the audit exit conference, the Knott Fiscal Court adopted 552 new roads into the county road system.

The audit also revealed a number of related party transactions. Related party transactions are interactions between two parties, one of whom can exercise control or significant influence over the operating policies of the other. The County Judge / Executive is president of the Youth Center Foundation Board. A chart within the audit (page 31) displays the multiple related party transactions that occurred during the fiscal year.

The audit also found that the Knott County bridge foreman was paid $69,411 as a private, independent contractor while receiving $40,291 as a county employee performing the same duties. Also, the county continues to allow private use of county vehicles by top officials without reporting it as taxable income to those officials. Additionally, the audit found that five people stayed on the Fiscal Court’s health and dental insurance beyond the dates they were no longer employed by the county.

Furthermore, Knott County failed to follow-up on prior year audit findings. These include a failure to recoup over $100,000 overpaid to a pool contractor, and a failure to reimburse over $400,000 of restricted funds.

“The Knott County audit for fiscal year 2006 continues to show serious mismanagement which warranted referrals to federal and state law enforcement agencies. The citizens of Kentucky deserve government with integrity at every level,” Luallen said.

The audit was conducted as a joint effort of the Auditor’s Office of Financial Audits and the Certified Public Accounting Firm of Simon, Underwood, and Associates.

For the first time in many years Knott County has been able to see progress, not for a select few, but for all of Knott County. Randy Thompson was ELECTED to the office of judge, he did not buy the office as some want people to believe. However, a small group of people cannot stand defeat. These people seem to be able to call up an investigation at whim - but why, if vote-buying is suspected, are both sides not investigated. Many rumors abound of this occurring on the other side. Judge Thompson, is a honest man, not one trying to stuff his own pockets. Looks to me like Judge Thompson is trying to move Knott County forward. People of Knott County should unite and stand up for a man who is thinking of the future and many generations to come. Show the thugs they are finished, and let them leave the county, believe me it would make for a much better place to live and every four years the people of Knott County would not have any problems with voter corruption.

i am aware that knott county is a democrat couny and there is a republican as the county judge this only happend because the democratic party that was running against him and his crew that run with his were all crooks. It is not Randy Thompson that needs to be investigated its them Randys not in the wrong i believe that he is a good honest man and he has been the best thing that has happend to Knott County in a long time. it appears to me that he is the only one that cares for the youth and knott county people should be please that he is doing that Mike Hall said that if he was elected that he would put a stop to that. I think that people need to leave randy alone maybe the FBI will investigate your little group of crooks that bought votes randy was elected the honest way. Give it a rest Mike Hall and your Group of THUGS............

Being a past native of the area, I have noticed the patterns of corruption over the years. It all seems to have started with the carpetbaggers taking advantage of the whole region a few hundred years ago. As billions of dollars in coal and natural gas flow out of the area every year, the locals are virtually left with nothing. The Federal Government will maintain a strong presence in the area until the resources are all gone, to protect the interests of the wealthy politicians in the northern cities that control the flow of coal and gas out of the area. The State Government will also maintain a strong presence as long as the resources flow, as they collect considerable amounts of taxes from the region that is used state wide. The situation is similar to what is going on in Iraq now, as our wealthy oil men in charge of the government are using the military, at taxpayer expense, to make sure the oil continues to flow from the area, then they bring it here and sell it to us at grossly inflated prices. It all reminds me of a statement Saddam once made, "If we had bannana trees sticking up here instead of oil wells, no one in the whole world would care what happens here". It is cheaper and more effective for the large companies to pay off and influence the local politicans than to rightfully compensate the local masses for resources that have been stolen from them. It will all continue untill everything is gone.

I read the audit last night. Did you know that the Sportsplex is not owned by the County? It's owned by the Youth Foundation who's president is Randy Thompson! Did you know that the deed for the property was not filed until 02/07, and in the deed there's a clause that states that if the Sportsplex is not maintained by the Foundation that the doner corporation would take the buiding and property back and pay the Foundation fair market value? So in the end Knott County spend $11M in public funds to build a Sportsplex for someone else. Knott County doesn't own anything out there. Knott County would not ever see any money made from this project because it is not theirs. This is a shame! Randy Thompson has lead all of Knott County (even his own Magistrates) to believe the project was to benefit the county, when in fact it was to benefit himself and his BIG cigar smoking donor friend. Congratulations Knott County, we've got a winner here.

Everybody knew including the government that Knott was a mess from the last 2 administrations. Finally someone comes in and starts doing things for the people of Knott County besides putting them on welfare. The children of Knott county have been put first for once and because there is a Republican in office now we have a problem- The Republican is not the problem take your defeat and swallow it like a man.The feds and everybody knew.It is a waste of taxpayers money. If the money was being used for personal use I could see a problem. It is unacceptable that now the Federal government sees a problem. The way it has always been in Knott county

I believe building Knott County on corruption is wrong. Would you love to have a ATV center or a student center paid for by corruption, I think not. If you go around the area, you will see the private roads that were paved or graveled by voting for the person who did it. If you go up shortfork you will see the roads that were paved and the main road wasn't finished because of it. Buying votes and corruption has always been in Knott County and it is time it stops. How people get by with their corruption, is someone taking the fall for the main person. Hopefully, it wont' be the same this time. The higher up is the corrupt.

Well i'll have to admit I am ashamed to say i live in KNOTT Co.. The problems our county have is not just because of what one or two county judges have created but abuse over decades.. We dont have any major stores such as a Wal-mart or Lowes.. Growing up our school as many others never had a baseball field or football field to play on..

I think that anyone who knows how politics are played in Knott County should know that the driveway paving and contract jobs being done without bids being taken on them knows it is all for votes and pocket padding of croonies. People who trust Randy and say he is honest as they come just don't get the meaning, since he was put into office by a big ole pocket padding croonie to start with

i think RANDY is doing a great job for the county he is trying to help the ppl of the community instead of helping his pockets like others want to do as long as we stand by and let ppl like stumbo,Luallen, hall and others try to control KNOTT COUNTY we will never have nothing.The ATV CENTER and the SPORTS COMPLEX give us a chance at having new money brought into the county therefore more TAX MONEY and better PAY for the COUNTY WORKERS, better roads. How many ppl would try to help the community like that now thiers WATER TREATMENT PLANT going in to help the CARRS FORK area. I say we voted for what we wanted and we got him now lets drop the BS and let RANDY help US INSTEAD OF WASTING MONEY OUR TAX MONEY THAT WE HAVE TO PAY OUT OF OUR HARD EARNED CHECKS, like STUMBO did with FLETCHER.

It is a shame. But everyone knows that the truth will never see the light of day. The problems may indeed be inherited; many that have been accepted for so long that there may not be anyone left to blame. As far as the new administration, they have probably cut corners.....but I am sure, no worse than any other official. Knott County is definitely a laughing stock and deservedly, we have had a bundle of mistakes and never learned from them. I sincerly wish that this investigation opens up more eyes than just those concerned over finances. Knott County needs to open up to the 21st Century. WE NEED JOBS!!!!!!!!! WE NEED A BETTER WATCH ON OUR EDUCATION....we could do way better, and we need SELF-RESPECT. If we could muster some of that up then maybe we could cut this crap out and change our situation. Knott County is a beautiful place, but the politics in this little county paint a different picture. I have one last question, "If we have all this new tourist stuff: horseback riding, ATV course, and youth center, where are all the good tourists going to sleep? EAT? We don't even have a descent hotel, let alone any thing else to occupy the tourists. What happens when they travel to Floyd and Perry Counties and see they have stuff too? Would you drive back? What about things to do for people who aren't active? Some type of expo would be nice. We have a lot of local talent, we could use them. We could use a theater, bowling alley, roller rink........just a few ideas for when it rains, so our tourists won't have to leave the county to keep from being bored. Please somebody think about Knott County in a positive way.

If you people from Pike County love Randy so much take him back and let him misuse 13 million of your tax money.I have an idea he may be visiting there soon any how(federal court)Why don't he record the two deeds he says he has in his office I know Do you.The audit tells the truth about that.As I watch little old sick people take their last dollar and try to buy their months medicine I think about the hundreds of thousand of dollars spent so we can ride horses and atvs.Also play ball.There are fourteen places to play basketball in our county.a whole lake to swim in.three community centers that people go and dance and carry on.skate park swimming pool.trail rides.A human service center.parks parks parks.Everybody wants more instead of places for jobs.They are afraid if we get places to work their checks will be cut off.The local Wal mart can't get enough people to pass a drug test to keep employment.so you can see entertainment is big here.

You think Randy brought you all this out of the kindness of his heart, and his love for children? HA! The only reason these projects existed is so that contracts could be illegaly awarded to Randy's Friends/Family/Supporters. If he and his administration werent crooks, these projects could have been completed so much cheaper. The raid isnt about whether or not he is bringing things to the county, its about him abusing YOUR tax dollars for HIS gain.

yea, we now have a skate park, pool, new athletic center, but what about what we really need? Alot of places dont even have WATER. Why would an Elk viewing station be more important than water, bridges, decent roads, etc? We were promised water last year, HAD THE MONEY (Randy told me himself), but never got the water. now he says they dont have the funds, even tho they got a grant just for the water. Where did the money go?!?! I think we need basic needs before things that people that drive by can see and say he has done so much.

I am shocked by the amount of venom I see in reading these comments. The only thing that I can agree with is the fact it should not be based on party lines, but on the most qualified person for the job. Mr. Thompson may have made some mistakes, but who hasn't in their employment. I think we must look at the growth of the county and the benefits to the local residence. If it comes out that there was wrong doing, then I believe that the punishment must be severe enough to help ensure that it doesn't happen again.

im not fron knott county , but i have visted for many years now . and i have seen alot of improvments .in the last 2years. when my family and i came too vist. there wouldnt have nothing for the children to do .now the have a skatepark, swimming pool , and the youth center,atv training center. and all of the children is worth it .. i think randy is doing and good job !!!! keep up the good work randy..

I think this goes to show that any politician from small office to the Whitehouse are all crooks. Everymove a politician makes is for another vote instead of the good of the people..i.e. the state auditor being a democrat and pursueing the issue becuase of the differences in parties and the County Judge paving roads for votes. I feel that this goes on in any county in the country and you'll never stop it. As long as we the people keep voting for parties instead of the right person for the job and as long as politicians keep working for a vote instead of the people this will never stop. At least we didn't elect Mike Hall who did not learn his lesson from the previous county judge and bought votes which still couldn't get him elected. If you don't beleive me look at our congress they can't solve anything because they refuse to quit fighting with each other.

There has been more progress made in Knott County in the last 2 years than I believe there has been over the past 15 years. I believe this is a political issue more than anything and if some funds were used inappropriately, it was unintended and just needs to be sorted out. I personally read the audit and it is obviously very one sided. I believe once a complete investigation is completed everything will be worked out and Knott County can continue to build on everything they are doing! It never surprizes me when I hear comments made as the ones made by Bill-Williamstown. I really did not know that Randy Thompson is a Republican, doesn't really matter. He comes across as being honest and concerned for his county of Knott. If I remember he replaced another who was placed in jail for some type of corruption. However, it doesn't matter that he is a Republican, it is the job he is doing. Williamstown went off on Bush, Fletcher etc. I admit Bush has really screwed everything up, as for Fletcher, he didn't do nothing that others had done prior except he got caught. I really hate the fact of our tax dollars that was wasted for the investigation. Randy Thompson inherited his troubles and I am sure other administration have done the same. Give the guy a break. I am a long time Democrat but right is right.

This just goes to show why time and time again it is embarrassing for me to say that I grew up there. All they care about is politics and the funny thing is no one there is any good at it! The whole county is a joke, the board of education, government, everything. Best move I ever made was getting out of that wasteland.

I'm glad this happened...Now the citizens of Knott County can realize who they elected into office....I know several places down the road that got blacktop,gravels and bridges..and all of these were private driveways not county roads.Mine has been a county road for years...I can't get them to do anything for it...I guess I had the wrong sign up in my yard....

I grew up in Knott Co.and have many great memories of there. I have since moved and noticed right away the difference of there and where I live now. There everything revolves around politics. Some people there would rather control the County Government and the School Board then see progress take place.When I was young we had to go to Hazard or Pikeville for something to do now Knott County has a good, decent family man in charge now in Randy Thompson and he is trying to change this. Now some people are trying to run down his name just because he is not one of their beloved Democrats. The people there spoke soundly at the last election that they liked what Thompson was trying to do for the county and it's future.I am a life long Democrat myself, but this is 2007 we need to judge a person by their character and their actions not what political party they belong to. Also if you will notice Crit Luallen is a Democrat as well so we know which party she is siding with on this.The election is over, you lost, get over it for the next 4 years and let Randy Thompson serve his term that the majority of the county elected him to do and lets see. If you don't like what he has done don't vote for him again, but don't just wine and cry cause you got beat by a Republican. When I was in school there Knott County stood proud in Kentucky with Carl D. Perkins as our Congressman. Ever since then we have become the laughing stock of the state. Knott County Needs Progress Not Politics. Let Randy Thompson do this, not only for you, but your children and grandchildren as well.

What a shame. I hope all works out for the best. I knoe of people who worked very hard to improve Knott County with the creation of the ATV Dirt Bike Training Center as well as the Youth Center and is intended to benift all the folks of Knott County. My heart goes out to those involved.

I have known Judge Thompson since childhood and I refuse to believe that he would be knowingly involved in corruption. I think this is an inherited situation and hopefully all the problems in Knott County will be corrected and dealt with. Hang in there, Randy! We're proud of you in Pike County.

I think all Knott County residence should to the www.audito.ky.gov and read the full audit report. (It will take about an hour, but well worth it!!) It will make you sick to see where our money is spent and little or no services are received.

What did they really expect to happen. You spend 10 million on a sports complex that will never support itself while over two-thirds of the citizens in the county still don't have safe drinking water. Its time for a reality check and maybe, just maybe this will get some results. I don't have a clue as to whom may be responsible but the people of Knott County deserve better.

I think that there has been corruption in the past in Knott Co and I think Randy Thompson is doing his best to pull Knott Co out of the rut it has been in. In my opinion, he is the best thing that ever happened to Knott Co! If there are questionable contacts/spending I think it was only because he didnt know the techinial rules/regulations. At least he is trying to bring something to Knott County, something that NO one has done before! Best of luck Judge Thompson, sounds like a witch hunt to me!

we here in knott county have done what every one in america does we work hard but a few rocks in a poor mans drive HELLO WE DO PAY TAXES TO

Throw them all in jail. Thats what Knott County is known for... deadbeats! No wonder the rest of the country looks at us like they do!!

I think it's about time that the federal government cleans up this county. Now if the Unite group would do the same with the drug problem, this county wouldn't be so bad to live in. Thank you for whoever it was that reported this abuse. Who wouldn't suspect something like this when the bridge was built on Red Fox for the step-daughter of a county official and she didn't pay anything for it.
