Broken promises, unpaid fees, and lawsuits that is what the city of Manchester is facing.
In 2009 officials with Waste Not Technologies said they planned on putting a factory in Manchester creating nearly 1,400 hundred jobs.
The Lexington Herald reports the city bought the plot of land for $900,000 and now they are being sued for $500,000 of unpaid fees.
