Jim Talley couldn't believe what he saw when he visited his parents' headstone about three weeks ago.
"There were artificial flowers blown all around, desk damaged behind it," Talley says.
Talley says that desk was just removed Thursday after sitting there for weeks.
It's not the first time Talley has complained about this.
Almost two years ago, he showed us sites like this.
Now, he says, the same old problems have returned.
"It's just neglect," Talley says.
The City Manager blames other problems on lack of manpower during the winter months.
Talley is fed up and says families with loved ones here deserve better which is why he and others are preparing to once again take their complaints to city hall.
