KY 1428 at Cow Creek Bridge closed for four months

FLOYD COUNTY – April 4, 2013 – The Cow Creek Bridge Replacement Project will close KY 1428 in Floyd County near the junction of KY 194 for four months beginning Monday, April 15.

Located about a mile north of Allen Elementary between Cow Creek and Calf Creek, the Cow Creek Bridge will be demolished and a new structure erected in nearly the same location. The new bridge, a concrete single span crossing, will feature 11-foot lanes with 3-foot shoulders, a safety improvement from the current design, which has no shoulders.

Traffic will re-route to US 23 North, across KY 302, and back to KY 1428, a detour of approximately 20-25 minutes from one side of the work zone to the other.

Bush and Burchett of Allen in Floyd County won the low bid contract for the amount of $1,018,343.39. The contract schedule takes into consideration that school traffic accounts for a significant increase in the number of vehicles which use the road. “We can’t avoid working at the end of this school year and the beginning of the next one,” said Matt Moore, Section Engineer for Highway District 12. “The build will take longer than six to eight weeks. But the Transportation Cabinet is paying for an accelerated construction schedule and a daily penalty will be assessed if the contractor is not finished on time.”

The detour will be marked with signs far enough out that motorists should be well aware that the roadway is closed. “This is a twenty-four/seven closure,” Moore explained. “The first thing Bush and Burchett will do is tear out the old bridge. Until the new structure is completed, there will be no crossing at all, so this isn’t like some projects where we can close the road during the work day and open it at night. We apologize for this temporary inconvenience, but ask you to make sure your friends and neighbors, and any family members who no longer live in the area but who might come to visit are made aware of the detour.”

Assuming no unforeseen delays, the new bridge will be ready for traffic on or slightly before August 15 this year.
