FRANKFORT, Ky. (WKYT) - Police say it was a vigilant neighbor who brought them here to this apartment complex where they say a man was tied up and threatened with drowning.
Police say they came to the Juniper Hills Apartments Tuesday night after a concerned neighbor called for a welfare check. When police got there, they say they found a man bleeding with marks around his feet and hands. Police say he told them he had been drinking with William Reed and Kevin Robinson when they tied him up and threatened to drown him if he didn't give them drugs.
"From evidence at the scene there the indications were perhaps they would use the bathroom, the tub," said Major Fred Deaton, of the Frankfort Police Department.
Reed and Robinson were charged with kidnapping. Robinson was also charged with giving an officer a false name and a parole violation.
