Police say one of the trucks had pulled into the emergency lane to check his tires.
Emergency workers say as he started to take off again, the second truck hit him.
The driver of the second truck, 37-year-old Brian Keith Myers, of Salem, Indiana, was pronounced dead at the scene.
The driver of the first truck was taken to the hospital, but is expected to be ok.
