Scott County, Ky. (WKYT) - Two people are in jail in Scott County accused of abusing a 14-month-old child.
33-year-old Matthew Clifton and 27-year-old Kimberly Riggs are charged with criminal abuse.
It all started Friday night, when Scott County Sheriff Tony Hampton says a call went out of a man choking a woman at the Shell station off of exit 129 along I-75. When deputies arrived the couple had already taken off down the interstate.
Sheriff Hampton says because of his close working relationship with Kentucky State Police, Trooper Jason Lovins heard the call on his police radio issued by the sheriffs department. He was able to pull the couple over near Fayette County line.
When the trooper looked in the car he told us he found a baby who was gravely malnourished, had severe bruising on her head and legs, severe diaper rash and injuries to her face.
"She had what I would call significant injuries, visible injuries to her lips. She had some tissue missing her lips," said Trooper Lovins.
Sheriff Hampton says state troopers having Scott County radios are an effort that began before he took office, but he says they are a priority for him so that he can always have any extra help catching the people he says need to be caught.
Riggs and Clifton are in the Scott County Jail and will be arraigned in district court on Tuesday.
