HARLAN, KY (WYMT) - A Harlan County man is dead after a crash early Thursday morning.
Police say Billy Halcomb of Totz was operating an ATV on Totz Alley road when he struck a fence, causing the ATV to overturn and land on top of him.
Halcomb was pronounced dead at the scene.
