Man wanted for questioning in fire at former girlfriend's home

Police have a identified a man they say they want to question in connection with a house fire.

Richmond Police are looking for 39-year-old Scott A. Milligan. Police say he's wanted on several charges as well.

Milligan's former girlfriend lived at the home, on Parrish Avenue, which caught fire Friday night.

Police say an Emergency Protection Order (EPO) was served on Milligan September 8, after they say he pointed a loaded shotgun at his former girlfriend and broke several windows out of her vehicle.

Police say the EPO restrained him from having any contact with his former girlfriend, or coming within 500 feet of her.

Richmond Police say they arrested Milligan September 9, after he allegedly confronted the woman at a gas station.

Police say Milligan violated the EPO again September 12 by going to her home.

On September 13, police say Milligan followed the woman around in his car. When police confronted him, they say Milligan sped off. They followed after him, but had to stop eventually because they say Milligan was driving recklessly and putting other drivers at risk.

Police say Milligan also made threats to burn the woman's house down, and threatened to harm himself, his former girlfriend, and a child the two had together.

Police say they have warrants against Milligan for violating an EPO, fleeing or evading police, wanton endangerment, and reckless driving. They also have a summons against him for menacing.

Police say Milligan is a white man, around 5'8", around 170 pounds, with brown hair and blue eyes. Police say he recently grew a beard.
