Updated: Thu 6:45 PM, May 17, 2012

Richmond police say they arrested 29-year-old Kelly N. Royalty, after
they discovered him driving a vehicle while impaired with young children on board.

Officers responded to a call from Glenn Marshall Elementary School
after staff members reported a suspected drunk driver. "They were very observant," explains Richmond Police Chief Larry Brock, "they noticed right away something didn't seem right and they took the right steps."

Police followed Royalty as he drove down the street. "As officers initiated a traffic stop on the vehicle, the driver collided with the rear of another vehicle in a minor accident," explains Brock. "Upon making contact with the driver, who we identified as Royalty, officers determined that he was under the influence of an intoxicant. He was taken into custody and officer found two children in the vehicle, both under the age of 12, that had been picked up at the school."

He tells us that the two children who were in the car were released to their adult parents and Royalty was lodged in the Madison County Detention Center charged with DUI and 3 counts of 1st degree wanton endangerment.
