PULASKI COUNTY, Ky. (WKYT) - We're learning more about some disturbing accusations against a southern Kentucky man. Investigators say he plotted to kidnap a 16-year-old and kill her parents.
Criminal attempt to commit kidnapping and also to commit murder, 20-year-old Steven Perry of Somerset is now behind bars. It's an odd story that officials with the Pulaski County Sheriff's Office say starts with Perry's infatuation with a 16-year-old girl. We are told Perry had written out plans to quote 'rescue' the girl from her parents' home, taking whatever measures he had to. It's a plan he shared openly.
Perry declined to talk with us from the Pulaski County Detention Center, but we did catch up with the woman who he was currently staying with. And she shared with us what was in a folder that she turned in to the sheriff's office.
"Like diagrams of the house, so he could find the best route to her bedroom and the best route out," said Jennifer Neeley, who Perry was currently living with.
The folder also contained photos, statements of what he was going to do, and lists of items he needed to carry out his plans.
"He'd bring it out and say, 'Okay. This is what I'm going to do. This is how it's going to come out,'" said Neeley.
Perry was staying at the Neeley's home temporarily. He was in and out of trouble and previously in a foster home, according to Neeley. She was just giving him warm meals and a car to sleep in for three months. In return, he did yard work for her. That's until all of this came to light.
"He got like a nylon rope, and he had braided it together and put some of the sea clamps on the ends to get better grip maybe like to choke someone or choke the dogs," said Neeley.
She was worried Perry was actually going to kidnap who he said was his girlfriend, murdering her parents in the process.
"He said whatever measure it takes. I will get her out of the house," said Neeley. "That was pretty disturbing when he said that."
But Perry's plans never became a reality. And on Monday, he was indicted by a grand jury on those charges of criminal attempt. Detectives tell us Perry had been diagnosed and treated for mental problems prior to this incident.
