Clark County man charged with sexual abuse of a minor

CLARK COUNTY, Ky. (WKYT) - The Clark County sheriff calls it a 'disturbing' case. A man faces charges for having sex with a teenage girl and forcing a child to watch.

The Clark County Sheriff's Office arrested Charles Velbis, 21, after the child reported the incident to a counselor.

He's been charged with sexual abuse of a minor but even that isn't the most disturbing part of the case. The sheriff tells us he forced a child to watch him have sex.

Charged with sexual abuse of a 15-year-old girl and five counts of unlawful transaction with a minor, Velbis is behind bars at the Clark County Detention Center. The sheriff says the transactions that Velbis is accused of include forcing a 10-year-old boy to watch him have sex and smoke marijuana by locking him in a room.

The sheriff also tells us that child told a counselor who then contacted the sheriff's office. And this isn't the only case recently according to the sheriff.

"We've seen recently an increase in our sexual abuse cases which is something unusual for us out in the county and rural areas," said Sheriff Burl Perdue of Clark County.

Velbis also faces sexual abuse charges in Bath County where officials say he had sex with the same 15-year-old girl. Velbis declined our request for an interview from jail. His bond is set at $25,000 cash.
