The Powell County Sheriff's Office says a 10-year-old girl was killed in the crash, while a 6-year-old was transported to UK Hospital with serious injuries.
Both children were in the same car and they were on their way home from a get-together.
Investigators believe the car slid on gravel and t-boned another vehicle.
"According to the driver of the car, he said that whenever he put on his brakes, it just made him go faster. It seemed like it sped him up," said Deputy Sheriff Eddie Barnes.
Barnes said the car slid in front of a large truck used for painting stripes on roads.
Barnes said the horrific crash hit first responders at the scene hard.
"Actually one of the EMTs, he was visibly shaken," Barnes said. "He was actually crying a little bit about it, and he said 'This is one of my first pediatric runs' and said 'I'm not used to it.'"
Barnes said he does not expect any charges to follow from the crash, blaming heavy rain for moving the gravel into the road.
The road was reopened around 7:00 p.m.
