LONDON, Ky. (WKYT) - A mother and grandmother are behind bars after authorities say they found an abused toddler walking alone with only a diaper on.

The Laurel County Sheriff's Office says a passerby spotted the child on Piney Hill Road south of London Wednesday morning. Brad Lefevers, who lives nearby, says he was on his way to work when he saw the child right in the middle of the road.
"Grabbed that little baby, just sat him in my lap, went next door, pulled off, called 911 and had the cops come," Lefevers said.
When deputies arrived they could not find a caregiver. The toddler was taken to a hospital where investigators found the child had suffered several large bruises.
Detectives later found out the bruises were the result of belt strikes from the mother and grandmother, investigators said. The toddler had not been seen inside the home since 5:30 a.m., and the passerby spotted the child approximately 90 minutes later.
Lefevers said he noticed bruises and cuts all over the toddler.
"Bruised up, I mean cuts on his face, cuts on his arms, bruised, welt marks on his legs," he said. "His diaper, he was just soaking wet, rashes all over him."
Deputies arrested Angelica Mason, 24, and Bobbi F. Cross, 45, and both are charged in connection with the case. Both live on Sturdivant Morgan Road in Corbin. Neither provided an explanation to deputies as to why the child disappeared.
The child is out of the hospital, and social services is now in custody of the child.
