Kentucky lawmakers review winter weather response costs

Transportation officials told a subcommittee the state spent $96 million on winter operations in 2025 and earlier this year.

FRANKFORT, Ky. (WKYT) - Kentucky lawmakers are reviewing the cost of winter weather response.

Transportation officials told a subcommittee the state spent $96 million on winter operations in 2025 and earlier this year.

That includes salt, brine, magnesium chloride, and contract and state equipment.

State Highway Engineer James Ballinger said in his experience this comprehensive cost was record setting.

“Contract equipment … record amount that we spent …” Ballinger said.

Officials said salt now averages about $120 a ton, more than asphalt.

Salt prices have risen nearly 36% since 2021.
